Seeing these posts was just enough to push me into making a Tampermonkey script to show the main alt-text regardless of what it is (I only say that because most of the pages from that huge Kronar story just say "None"), and the secondary alt-text if it exists. To make it look right I needed to add some height to the comic container and I only gave it enough extra height for one line per alt-text, but that's easily fixable if anybody comes across an alt-text that's too big for just one line of display.

In the first Oglaf book, both alt-texts are typically present. The main one is printed a couple shades lighter than the page color, and if there is a second one, it's seems even closer to the page color. They're incredibly hard to read, even in good lighting. Thankfully they stopped doing that for book 2, and now both alt-texts are in the same color as the strip title and page number.
Speaking of...they're overdue for book 3. Been 4 years since the last one.
