Only if Chirpy-bot is a phsyical station/pop/creature in the game that can be attacked and destroyed for an opinion bonus to the entire galaxy. Or taken over and subverted for a unity boost and the like. E: Oh god or taking over the chirpy pop for the sole purpose of propagating them all over the galaxy forming so many chirpy bots that it endlessly spams useless news into the void. I really don't recommend reading the lore for them as it is super edgy awfulness.
