I think it's artistic and clearly not meant to be functional steps The porch/patio is railed off and functional, and seems to be segregated from the stairway/front stoop. That's obviously not how it would be designed and elevations designed if it were meant to function as a front porch alongside a front doorway. When you hire the guy to clean the top of the concrete slab via cherry picker, you can have him clean the steps too.

It's a bent and painted panel, probably thin sheet metal. It's aesthetically questionable, but nobody ever expected those "stairs" to be used. The brick isn't real, either.

It looked like a really weird cumshot on a child. Of course, nobody in the approval process wants to be the person who says ‘it looks like somebody is jizzing on a kid’ because then they get the reputation as a weirdo. So everyone approves it like ‘yep, perfect, no issues’. I think this is the architecture version of that
