It kinda looks like you answered your own question  I don't keep up with them aside from KATSO KUVAT level "journalism" but I get the feeling that there's a significant fraction of some kind of libertarian thinking there. Koks and Center Party have been pretty vocal about abolishing the gift and inheritance tax, but when push comes to shove, they're suddenly hesitant. Like today when the committee of state treasury convened to decide on the citizen initiative for the removal of said tax, the government coalition parties voted against writing a consultation paper for it in a 12-9 vote, effectively blocking the bill. Government party members are saying that such broad tax political topics shouldn't be done without an extensive research of its effects on the budget. The opposition on the other hand thinks the government is trying to not be in a position that makes it looks hypocritical when they're making campaign promises of taking down the tax while officially admitting the necessity of the inheritance tax. In other words, don't expect the gift and inheritance tax to go away anytime soon.
