The dress uniforms weren't developed yet, and might not even have been conceived of at that point. They first appeared in "Court Martial", a fair number of eps further along in the season.

Season 3 had its budget slashed, so you get to see lots of foam rocks being reused, and lots of left over sets from other shows being cannibalized to made do. They had enough money to put on a really top-notch radio show.

His tough guy approach to the Cardassians and constantly trying to neg them in negotiations was a complete failure as a strategy. He was acting like they were tellarites.
