I mean, there's no reason to give the Trump administration the benefit of the doubt here. There's a pretty obvious pattern of redefining, changing, and vacating policies in order to increase the number of people who are administratively vulnerable to deportation. There's been high profile stuff like DACA and asylum seekers in Mexico, but there have also been more niche stuff like rejecting certain documentation as proof of citizenship along the Mexican border, removing long-standing protections for groups like Haitian refugees, attempts to retroactively deny citizenship status due to unrelated "fraud", and so on. Yeah, sure, Vietnam refugees with criminal records who never naturalized is probably not a huge population. But someone is pushing these policy changes, and they're pushing the envelope to reduce the number of people who are protected. It's not about the one lady who was involved in fraud during her naturalization process, it's about establishing that citizenship can be revoked. It's not about Haitian refugees specifically, it's about establishing that the executive can arbitrarily remove protections. It's not about Vietnam, it's about establishing that deportation rules regarding criminal history override other refugee policies, and that's absolutely, 100% something that's justified to freak out over.
