He basically made the argument that OMB was one of the few federal agencies that hasn't had a gigantic scandal, therefore he would make a good Chief of Staff, at least for a little while. The funny thing is that he's completely right. Basically, every other federal agency has had some scandal due to Donnie hiring The Best People to run them.

Everything from how to do it, upping NTC rotations out the rear end (RIP Mustang), massive GO-level tabletop rehearsals of how you would mobilize and deploy active and national guard from CONUS to reinvigorating division enablers (artillery, air defense, vertical lift, combat vehicles). and relooking how Corps can command their forces in a survivable and effective manner. Beyond that, I have no idea how personality/politics played into his selection.
