A lot of crypto "investors" do seem to rediscover the benefits of centralization whenever a new crisis hits, so I guess I can't rule out the possibility of someone genuinely wanting a government cryptocurrency for some reason

It's a real proposal by a real elected official in the US who read about Venezuala's crypto attempt and stopped after the first paragraph of the first story on it. In general, I am mildly curious at what point cognitive dissonance totally kicks in with government sponsored altcoins.

Reading the article it seems like this was somewhat rampant and this developer just happened to draw the short straw (wasn't well enough connected / didn't grease the right palms ) on enforcement action. I feel like if you wanted to really crack down on this the fine would be fixed at the spread between purchase price and sale price. Or this same punishment, as a way of getting a free code upgrade out of a developer who doesn't pull the right permits. I wish developers had to take out a bond that was tied to their specific performance of the building plans they were approved for. No more crying that they're only going to make 150k/condo instead of their planned 250k/condo (net profit) so they just stop work halfway through. If you don't meet your deadlines the city takes your bond. They should be super cheap to obtain so long as developers don't force cities to cash them out.
