It stems from when cars first were becoming really popular. Kids used to play in the street back in the day, but cars are quieter, faster, less agile, and heavier than horses, so lots and LOTS of kids were being killed by motorists in the early 1900s.

Growing up in Pittsburgh, I was fortunate enough to meet Mr Rogers 2 or 3 times. The first time he was heading to a theater show, and my teenage theater group was singing in the lobby. He stopped by and listened and at the end he took 2 minutes to say hello to us and gave us each a hug. The 2nd time I met him, which was over a year later, HE REMEMBERED MY NAME. From just a 2 minute interaction that just about anyone else would have forgotten. The man was amazing.
