On fallout 1/2/tactics skills make much more difference in combat than attributes. For F2 You can have PER 4 and as long as your small guns is above 100 you have a decent hit chance. 101 is the limit after which skills cost 2 points per peoint, and after I think 120 they cost 3. Usually trying to get you main combat stat and speech to 90-100 each should be priority #1, and priority combat skill (small gunz) To 120 after that. If your INT is high (should be around 7-8) this takes about 8 levels. Note that both of these should be tagged skills meaning they gain 2 per point before 101 and 2/2 until 120. The TAG perk gives a massive buff on the skill you apply it to. If you tag a skill that you have already invested to 101+ it goes up to around 200. Why do this? Because once you start DEDUCTING the 200-140 points (you have to do this on the same leveling, immediately after tagging) it gives you around five points Every deduction from 200 to 170, then four per point from 170 to 150 and So on) which allows you to raise 5-7 skills to 70-80 points in one go. Aside from combat F2 has like 6 checks where you Need a skill to be above 90, and maybe three that Need more than 120. Note that one of these checks (science?maybe) is required to get one If the best NPC followers. So unless you really, really want that follower no other skill than speech and primary combat (small guns, energy weapons) should go anywhere near 120. Also unlike retarded skill system of 3 weapon raw damage does not have anything to do with skill. A shotgun with small arms 1 does 1d12+12 damage, and shotgun with small arms 300 does 1d12+12 damage. Only difference is chance to hit.

I am reading an old book I found about the future that was written in 1948 and I feel like I should scan it because it's the most fallout thing ever, like it's got a whole chapter on uranium fever and the gold rush to go mine uranium and it's like, late enough everyone knows radiation is bad but very pish posh about the dumb coal miners that keep getting "yellow lung" and "radium sickness' as their own fault and there is a part where he is just allowed to walk into the trinity site (which I had forgotten is at whitesands) and he just really wants to take some Trinitite home and the author is talking about them yelling at him to put it down because it's "hot" and he seems to generally treat that as the guards being mean worry worts that won't let him keep the pretty green glass.

I've long since stopped being frustrated by the unfair and confusing aspects, so I'm not sure what exactly sucks the most, but chances are there is a work around and whatever you get from it probably isn't important. That's why having a handy "these things need to happen, these things need to not happen" mental checklist is nice. Knowing you can just go off and waste a town once the quests get monotonous also goes a long way to remove the annoying parts. Not sure if there's a gentlemens' agreement against it or something but cheats ahead: You can spam the enter key, so that the enemies never get a turn in combat and run past anything.
