Toll evasion for the one time they saw him go through, driving without a license plate, and maybe some kind of fraud involving altering his plate, but a decent lawyer I'd think could easily argue that it's not the same as if he painted on different numbers or whatever. It's just a little more elaborate than putting one of those dumb tinted lenses over the plate or whatever, which is a fix-it ticket, not a criminal charge.
