Quake 1.5 is a waste of its name. A name like that makes me think of either a port of the Strogg and all the Q2 weapons/powerups to Q1, or a port of the eldritch monsters and all the Q1 weapons/powerups to Q2. This is neither of those things, it's just Brutal Quake.

I can only think of mediocre-at-best survival horror games. Metal Gear Solid 2 doesn't count because the boat bit is a short intro sequence, BTW.

That would have to be a drat big boat to support the amount of unique square footage found in a typical action game. If you're going to imagine a vehicle that enormous you may as well go all the way and make it a spaceship, then you can do more sci fi stuff. Uncharted 3 has a fairly long sequence that takes place on a cruise ship, maybe one of those would have enough space and variety to support a whole campaign. They're basically a hotel, a casino, and a mall all rolled into one. (Comedy answer: Wind Waker)

EDIT 2: I suppose Cryostasis could kind of be considered actiony, but I'm not sure about Carrier. I can't remember if it plays much like RE4 ("survival horror" but really shooty). I think every single video game I can think of that is entirely or even pimarily on a ship is dire. Like the best one I can come up with is merely "ok" unless we allow games where you play as a boat/move the boat as core gameplay. Carrier is hot trash for the person wondering.

Honestly a boat makes for a terrible setting for an entire game. It's all cramped corridors, cramped storage rooms, cramped engine rooms. A cruise liner can at least offer some spacious places so that you don't get too claustrophobic, but it's still very repetitive and there's no point in exploring a thousand identical passenger cabins.
