Contractors don't carry benches anymore these days even for when you're the only one who is off billing, let alone when the entire company can't bill. Just my own experience, you start burning through your PTO the day any shutdown occurs unless you are declared essential and are actually billing. When you run out of PTO and go as far into the hole as possible, you essentially go on LWOP. The company is still paying your benefits though at this point to keep your healthcare and everything going. Many might be able to pay a paycheck still, but a shutdown this long - I'm not sure contractors would be able to pay an entire workforce for long with zero revenue coming in. I don't know what happens to companies that are underprepared for this, but I can assume they declare bankruptcy if they have to pay debts that they can't afford. When you come back finally after the government is reopened, you typically try to work extra to make up the hours, but the government can and will mod your contract sometimes and not let you work your full hours for the year or they will only let you work a few hours extra per pay period, which in turn will make you just lose the money for the hours missed unless you just take less PTO (if you have enough PTO to cover it to begin with). But to say it's disruptive is an understatement, even at a whiff of a shutdown coming, many small businesses will start bleeding people as they will go to the most established firms for perceived safety. As the shutdown continues, some will take unemployment no matter how large their cushion might be because financial anxiety is a genuine feeling that even the wealthiest feel when they're not bringing in any money and their bills still keep coming due and their families depend on them. Added to all this are the things that most americans don't see that is a total waste of their tax dollars...it takes weeks of preparation from some people at every single group of every branch of every department of government to figure out who is essential and who the lawyers will allow to work and who can't and what's the process for getting someone in there if necessary later on and how to orderly shutdown and on and on. And then there's just the general loss of productivity from having 99% of your office doing nothing for days leading up to and after a shutdown because all they can think about is the shutdown and how to prepare their work for a potential interruption. It's a total clusterfuck unlike anything I've ever seen in my career.
