There's also, you know, the entire first half of his presidency where it wasn't a "national emergency". Honestly it feels like the more Trump says he's going to do something, the less likely he is to do it. I seem to recall there being a brief period where Trump was also saying that he was going to unilaterally close the Mexican border completely. That doesn't seem to have panned out.

Now they're just struggling to save face.
