There's significant momentum in the house for a 50/50 split between locals and state on pub ed eventually, but that's probably DOA in the Senate under the current membership

We'll have to see what the fiscal note says, but both base budgets include billions more in ed funding. Of course, the state is flush right now and if it's just a one-time infusion it won't go far, but an actual change in the formulas, weights and allotments would be enduring.

The property tax thing is going to be hard to swing with all the other funding sunsets that are coming up, which have been traditionally used to help the general revenue fund. A lot of fees and taxes that are assessed end up sitting in a bank account that legislators dont have time to even think about spending in the 140 days they're in the building. I have no idea how this can interact with any meaningful school finance reform. But maybe the point is to kill that before it happens with this? I'm not sure where Burrows stands re school finance.

Texas Emissions Reduction Program is a big one. 1.6 billion sitting in a bank account there. Same thing for the Texas Parks. Theres also been a push to move a lot of commissions and boards around to be put under TDRL. and TCEQ is asking for a lot more cash as well.

Also teachers retirement system still needs a fix. Should be a rainy day fund thing but whatever.

So what's to stop the Appraisal Districtzzzz from just jacking up the values to recoup the loss? This obviously hurts local governments, but I'm sure counties will find a way around it. In Hidalgo County, we're still paying for poo poo that was levied ages ago, and most of the projects have never been completed, and some never even started.

Bonnen claimed that appraisal reform isn't nearly as heavy a lift as property taxes so they put it in it’s own thing. But I imagine if they could do it they would’ve.

My guess is that appraisals will explode if this passes and voters don't approve corresponding local TRE's. We've seen that on several occasions here, with some people being appraised sometimes $30k more in a single year (and their protests denied) after a bond issue or TRE fails.

Voters won't vote for tax increases over 2.5%, that's the whole point. Then the state gets to blame counties for not covering basic services and pretend like they cut taxes as well.

BUT I don't see how it passes, because as TMF said yesterday, the only difference between this session and lass session is the House elected 26 more Democrats. They couldn't get a rollback rate less than 6% out of that chamber, I have no idea how in the hell they're gonna get 2.5. That's not even considering Salty Seliger who voted against a 4% rate last session even though it cost him his chairmanship and seat on Finance.

Seems like it's a weird argument that won't apply to other cases. The family is arguing that the store sold him a high-capacity mag that was illegal in Colorado, where he's from.
