The property tax thing is going to be hard to swing with all the other funding sunsets that are coming up, which have been traditionally used to help the general revenue fund. A lot of fees and taxes that are assessed end up sitting in a bank account that legislators dont have time to even think about spending in the 140 days they're in the building. I have no idea how this can interact with any meaningful school finance reform. But maybe the point is to kill that before it happens with this? I'm not sure where Burrows stands re school finance.

Texas Emissions Reduction Program is a big one. 1.6 billion sitting in a bank account there. Same thing for the Texas Parks. Theres also been a push to move a lot of commissions and boards around to be put under TDRL. and TCEQ is asking for a lot more cash as well. Also teachers retirement system still needs a fix. Should be a rainy day fund thing but whatever.

My guess is that appraisals will explode if this passes and voters don't approve corresponding local TRE's. We've seen that on several occasions here, with some people being appraised sometimes $30k more in a single year (and their protests denied) after a bond issue or TRE fails.
