The issue is not having the infrastructure and staff in place to perform all the additional customs checks needed. Sending some of the ships to loving Ramsgate isn't going to fix that. Ramsgate doesn't have a huge market of unemployed customs officials trained to handle post-Brexit checks just sitting around on the dole waiting for a job that matches their skillset.
