He designed it when working for the Cowboys way back when... so kinda? not sure what analysis he based it off of honestly. It was the defacto method of making trades for like the next decade, but fell off as top picks became insanely expensive / any trade not involving going up for a top QB and has mostly fallen completely out of favor for something close to Chase Stuart's analysis / picking on whatever dumb GM gets desperate.

I believe it was based on all previous recorded trades. So in other words it was not trying to value the picks in an objective sense - it was valuing the picks based on what other teams had valued them previously. So to the extent teams' valuation of picks was flawed (and boy was it ever), then his chart replicated that.
