A lot of people locally complain about "aggressive panhandlers" that are downtown, but I happen to live in this terrible scummy area full of unclean unpersons, and it's not uncommon for me to walk around, and to be honest I have no idea what they mean by "aggressive." "Will dare talk to me," I think it is. That's aggressive and scary! Arrest them for harassing me! What do you mean, you can't just arrest them because I say so? I have definitely seen people be angry because the cops won't just arrest someone on the word of Joe Random without any proof. I mean, yeah, a lot of people will come up to talk to you first, and i guess that's their great sin, but most of them are perfectly lovely people if you chat with them a bit, regardless of whether or not you have the change to spare. (For the record, I'm a woman, if that affects how you take my perspective. I've certainly felt threatened by people on the street, but never by anyone asking me for spare change in broad daylight.)
