That "secret report" that the Navy Times talks about is the Fort Report, which ProPublica also had access too. I know that the second article has been brought up during a Senate committee hearing. The article in question was an opinion piece posted on War on the Rocks that essentially said that this was entirely the fault of ship's force and that Big Navy can't be there to hold our hands all of the time. There was another opinion piece also posted on War on the Rocks that countered it a few days after the original, but that one wasn't posted on the Navy's Twitter feed, Facebook page, or the CNOtes. As the rule stands, yes, I am mentioned in the Death and Valor article, but do not associate my actual name with my handle.
