I assume this is in reference to accessing social housing. In which case they're not saying "you'll be fine on the streets". What they're saying is "you don't get ahead of others on the housing queue because of having a personality disorder". Being presently homeless will put you ahead of those who are just at risk but being homeless and having whatever unknown degree of mental ill health present in this individual does not put them ahead of someone who is only homeless. How could any council politely word it? That billions in cuts to central grants to county councils combined with numerous measures to bring social housing stock into the private sector has resulted in a housing stock that is so far diminished that they now cannot offer any protection to someone who they have known for some time is going to sleep rough.
