So ESPN in the USA is basically carrying the Sky feed during the ad break with a test pattern image and you can hear Croft and DiResta talking poo poo during the break cause they think they are off air.

They haven't broken the all time lap record of 1:21.164 But that was Hamilton last year and it seems like the cars are faster than 2018 so they probably will tomorrow in qualifying

Maybe if a top tier team spins out and isn't going to finish on the podium anyways they could go for it, but then like you said, they have to finish in the top 10. Which I get, they didn't want the bottom teams that never score in the points to simply run quali and then retire and ignore the race, to simply game points. But its otherwise pretty pointless.
