That might be ok; 24GHz is so directional and RF won't propagate very far because of all that water vapor. Thats absolutely something that needs to be analyzed pretty carefully though and I'm getting the impression that wasn't done.

So, when you get a big flood hitting a drat which probably hasn't been inspected in the last five years or had any maintenance done on it in twice as long, you get massive failures. And a flood which was already bad gets worse.
