That might be ok; 24GHz is so directional and RF won't propagate very far because of all that water vapor.

Thats absolutely something that needs to be analyzed pretty carefully though and I'm getting the impression that wasn't done.

yeah 24ghz is mostly going to be for small cell in dense(r) residential and commercial areas, not a practical concern. regulatory will weed out potential interference sites the same way sites get weeded out near us/canada border

It's more that the US is riding the coattails of the post WWII infrastructure boom.

Now, no money is going into maintenance and hasn't been for quite some time (mah taxes!) and so it's all crumbling to poo poo.

So, when you get a big flood hitting a drat which probably hasn't been inspected in the last five years or had any maintenance done on it in twice as long, you get massive failures.

And a flood which was already bad gets worse.

also it's really easy to cut funding for maintenance and rehab because the results aren't noticeable for like a decade or so

My dad's property is on the confluence of two rivers in the Midwest and he said it's the highest water he's ever seen

Thankfully he converted about 500 acres of (crappy) farmland into prairie wetland a while back which is probably the sole reason his whole town isn't under water
