That last part is actually saying only Tsukasa Fujimoto should use it in women's wrestling and Ikuto Hidaka for men's wrestling. I'm not sure if it's an exhaustive list because CIMA, Elgin and Tsukushi have all used it without getting a rebuke like this. She posted a follow up saying she was mad she wasn't asked permission and she innovated the move and passed it on to Tsukka.

I think that the hitjob ROH did on him by having him lose the title to a much colder, Bullet Club-backed Adam Cole was a literal crime. Every week they’d make him look like an absolute geek, between shaving his head, dropping him from both the House Of Truth AND LIJ, and turning him face while also stripping him of all discernible personality.

Craig Pittman or Evan Karagis or a Headbanger is dead just because I haven't seen them mentioned in 15+ years.
