If you look at the six current races with both gender options, equipment models modified to fit in them and not just a head swap of one another and then think "yes, they put exactly as much effort into making the new races fully realized additions to the game" I don't think you'll get it

Two gender locked races with no helmet basically makes them two 40% complete races instead of there being one 100% complete race. I don't give a poo poo because I won't Fantasia to either anyway but it still seems like a silly way to spend resources. Also yes there will probably be several ~xXxGriever666xXx~ in Squall outfits.
