There is always a political game going on, what is being put forward is rarely the actual goal. Sometimes radical proposals that are obviously never going to happen in the current political atmosphere are put forward just to get attention and steer debate. Sometimes superficially fair and sensible policy is put forward with the aim of getting the ball rolling, knowing that its real implementation would eventually have to lead to what is really desired.
