It's okay for what it is. 2 CMC is too slow for most decks but it might find a home in some mid-range pile. The 3 life is a weird effect to be stapled to it, but I guess adding a counter, which would fit the flavor better, would've been too deterministic of a design choice. I won't be mad to pick up a copy or two in limited for sure.

It's a fun quirk that even though the Bonds are shard shaped, they're not the main colour of the corresponding Alara shard. That is, white card Bond of Discipline is Azorius/Orzhov, yet if it were Esper, it'd probably be blue.
