The political figures (not the bureaucrats) are terrible about information security and regularly flaunt it because they decide they're too important to follow those rules. So, no Clinton shouldn't have received anything more than the censure that she received from the context of events, but you are correct that the peons would have been fired at the very least for doing the same thing that she (and the Trumps, and most members of congress) did.
