Most building owners provide heating and cooling on the basis of what is most economically beneficial to them. Over the past decade or two most building owners, both rental, condo, coop have moved towards the electrification of of cooking/heating/cooling appliances because in NYC you are required by law to provide, not ensure, heating and hot water for your tenant. Given our utility pricing, that means using gas as a fuel source if you want to maximize energy efficiency. The fact is that landlords are creating situations where the heating and hot water are carried by the tenants utility bill, not the 'common' bill which they are on the hook for, which is often electricity, which is the least efficient fuel source in our area.
