Well, it all started during WWII. As british bombers returned across the channel, they would dump their batteries just before the cliffs of Dover, to conserve fuel for that last push to the airbase. As the war progressed, well wishers would wait at the cliffs for planes to return home, and upon sighting them would throw their car batteries into the ocean as a sign of camaraderie and brotherhood. News of this spread around the world, and soon many nations of the allies would see citizens throwing their car batteries into the ocean at ports to welcome ships home, or oceanside airfields when planes came and went.

Over the years the practice began to wain, but was resurrected in the mid 90's during the Billion Battery Barrage. Since then many around of the world have taken delight in packing a picnic lunch on a sunny july afternoon and heading to the beach, finishing out their day with a celebratory battery throw into the briny deep. In recent years the conservatives, prompted by Autozone lobbyists, have been trying to curb this practice with claims that it's "un-american" and "devastating to the health of the oceans", but don't let that dissuade you. You are a sovereign-thrower upon the beach, and no law of man can stop you from your god-given right to toss a battery into davy jones locker.

Plus it's perfectly legal.
