Mirror Master, he's Scottish. And I think that was written by actual Scot, Grant Morrison.

The art is really bad, so I feel the need to ask: that man's hand is supposed to be a flesh gun, right?

Yes, that's the extremely-Ann Nocenti character Bushwhacker from Ann Nocenti's Daredevil. He's been a really good fit for Al Ewing's Hulk because he's a type of body horror that runs just parallel of the type of body horror Ewing is using Bruce Banner as a vehicle for.

I like Bushwhacker for starring in the most viscerally grotesque combination of art and sound effect I've ever seen, in 1992's humble Daredevil Annual #8:

An issue which also features this panel of fairly dismal Gregory Wright idee fixe The Crippler, a sort of more macho, more disgusting Mantis for the radical 90s:

They're probably tapping into the gun dimension or something aren't they. That's the canon reason I bet.

I wonder if, in the universe of Marvel comics, the ATF could bust Bushwhacker and Random for not having their Type 06/07 FFLs, given that they are definitely in the business of manufacturing firearms.
