It was designed that way. One of the top line requirements was to certify under the 737 type certificate and minimize the amount of required retraining. This was so they could better compete with Airbus. Boeing and the FAA were complicit from the start in getting this plane on the market regardless of the dangers. MCAS was only a token effort to make it seem they were doing something to mitigate the danger.

Money may leave the Dow Jones temporarily because president good brains tweeted something dumb, but it just migrates to some other investment instrument temporarily to wait until another promise of trade deal just around the corner. I mean what else are they going to do with all that cash? Invest it into new operations, build something or trickle it down into the work force?

Thus is was more prone to pushing the nose up and they put in the suicide software to compensate, so they could claim retraining wasn't needed - which the FAA rubberstamped *a 10 minute youtube and MPB yelling at me
