As a result the higher budget projects don't bother. For example, American Gods wanted to shoot entirely in OK but just didn't have a stage to base out of.

Prosecutable? If I'm a college student down there? If I'm passing through? Do they have some criteria for deciding who is a Georgian? Is it residence? It just gets worse the more you think about it.
