The law may not even be about the resultant image, but rather that the act of taking it could constitute harassment if you were up in someone face taking pictures after they asked you to stop and tried to walk away, for example.

UK has (some) actual proper protections against corporations doing whatever they want, so buying your way into a bunch of 'free' advertising is indeed illegal.
