Based on the previous chlorine attacks on this scale (low casualty numbers and little video footage from the attack) I would say certainly not. The response to Douma and Khan Sheikhoun only happened because of the high casualty numbers, there had been multiple Sarin attacks in the weeks before Khan Sheikhoun, and multiple chlorine attacks in the weeks and months prior to Douma, but no-one gave a poo poo because only the people paying really close attention noticed. However, with Trump acting like he is at the moment he might respond in an attempt to get some good headlines and distract from all the domestic drama.
