it's not impossible since there are a loooooot of chud 40k fans but honestly it just looks like the "reinforced" part of the hand, one finger that doesn't actually move, to hold whatever weapon(power axe probably) the terminator suit would carry. but with how things are these days, it would not surprise me in the least if it was as you feared either

Ah, I was willing to assume the finger placement was accidental. Think I'm going to just stay away from that group regardless. Last time I was at the store they play at, multiple neckbeard strangers waxed poetic about their steel legion army that had "period appropriate" German camo. 3 separate people with 3 separate wink wink ww2 styled steel legion. Yeesh.
