Also secondary bonus of 'make do wiht what we have' is we're about to enter an era of big technological progress soon enough. So a few years (or less) to refill our coffers and build up new tech means when we start making new ships we can make a lot of them and not just be making old ones that have inferior tech that we have to accept are obsolete as soon as they roll out the docks due to the design.

Note that you cannot actually save up too much money. Sitting on a couple million isn't an issue, but if you have enough money in the bank to finance construction of a battleship division and don't do anything with it, the politicos will take it as a sign that you clearly didn't actually need all that money and promptly reassign it somewhere else.
