The census is used to determine federal funding for things like transportation funding, Medicare and Medicaid, money for law enforcement, etc etc etc. People are going to get pissy about illegitimate results, because it's going to affect a lot of paychecks at the state level. Can't really hide the level of conspiracy to fake the results and people are going to demand their money if you use the wrong form.

If the pack it, their majority is a lot less likely to survive a democratic Senate and President.
