Not just the torture and murders, but an actively lovely police department just ignoring the murders because he was targetting poor families. And the rumors that they tried to stop the body recovery before he passed Gacy's number because they knew how bad it made the city look. Before he was killed, it looked like Corll was getting ready to bail and move to the northwest and leave any possible murder allegations around the necks of his accomplices. And it was scary because it totally could have worked. All it took was enough money to move and you had a good chance of just getting away back then.

Robin Gecht, who was later convicted with two others of the 18 Chicago Ripper murders once worked for Gacy, and Gacy used his contracting business to bring in victims. Neither ever named the other, but that is one hell of a coincidence.

But they took the gamble and it paid off. So profiling is mostly just very basic psychology and personality stuff but it can still be a useful tool.

It was absolutely possible in 2004 for someone with internet access to learn that it was possible to recover deleted files from a floppy disk, but he asked the loving police, people with no reason to tell him the truth Kind of like how it's apparently a common misconception that undercover cops have to say they're cops if you ask them directly, despite the fact that if that were true, it would make undercover work completely impossible, but police departments are more than happy to let idiot criminals continue to believe it.
