You can buy 50k chips from the cashier for $50k every hour. The cooldown is one hour from when you buy them. Spinning the wheel is once per real day, and the cashier also gives you 1000 free ships a day.

Really though the whole concept of online gambling and what is and isn't it is still a legislative hellhole so they're probably just going with something that makes it sufficiently hard to legislate against so they can make their buck and then dump it later if it becomes a problem. It doesn't need to be legal or ethical, it just needs to be profitable for long enough to justify the time spent on it and until they can launch a different game. Test Drive Unlimited 2 had a casino dlc that used a similar mechanic. You converted your game money to an equal value of chips and gambled then exchanged them back into normal game money afterwards. That game didn't have a direct cash that you could buy irl, so maybe that's what kept them free of all the drama.

A lot of people like the executive car sales thing but I've never done that either. I gather that's quite profitable too though you need to be able to drive good so as to not smash them up on delivery, the bunker stuff you can usually just drive it to where it needs to go and I've had virtually no hassle doing it in public lobbies for the bonus cash. To do gunrunning you'll need to be either a CEO or a motorbike club prez, personally I really like MC because you can spawn motorbikes on you instantly and it's cheap to start up.
