Here's a comment that says the plan was to tow the ship offshore and leave it unmanned as a static lighthouse. So the foam was a preventative measure. My biggest concern was that it was such a small office to share with such a miserable bastard and I wonder how long you'd last before getting the urgent need to go swimming or set about him with a boathook.

Light ships had to stay afloat in horrendous conditions, so filling empty/unnecessary holds with foam was probably a good idea.
