This is the reason. it's nothing to do with laziness or incompetence, it's a mixture of easier profiling, and simple security theatre. Can't make the point that these are scary times you should be scared of without randomly stopping people occasionally. I got randomly bag-searched on my way through the airport last time I flew, I didn't make anything of it at the time (for obvious reasons) but it pissed me off in retrospect.
