The point is to demonstrate that they're good people who care about humanitarian issues. Nevermind the humanitarian issues of Idlib being run by a series of mutually competing Islamist gangs in the first place. It's like they think the whole province should just be preserved like some sort of human zoo, with a different biome for every militia.
