It's amusing though that the tactics used to identify and neutralise Soviet Union and socialism-sympathising military personnel is now being used to do the same with the extreme right. In England and Wales there is a criminal offence called "making off without payment", which was invented specifically to catch things like petrol station driveoffs and running out of restaurants.

To be fair, bail bonds are American thing - that's why we don't have bail bondsmen advertising all over the place. If they think you'll turn up in court then you go home for the low price of nothing. If they think there's a risk you won't, it's jail for you and money won't get you out of it (legally, anyway).

In 1900 the Isle of Dogs had 70 for a population of about 20k (although that's somewhat skewed by the >50k dockers that would work there at peak times). It now has 12 for a population of 70k (excluding the 80k or so people who commute in to Canary Wharf).
