Hmm, I guess we don't have those in Europe yet. I saw a truck driver last week reading a newspaper at 60mph (I assume his phone battery was low after tweeting and playing pokemon and watching porn for a hundred miles or so).

I knew a dude 10 years ago who had that same story with owning taxi cabs in the 80s and 90s, but that's never happening again in the age of "ride-sharing" bootleg taxis where the drivers are lucky to break even.

So to be a nyc cabbie you either had to work for a cabbie company or have a medallion. there is a lottery to get one and once you have one drivers will line up to rent it from you because then their fares don't go to the company they get to keep all of it. It got to the point it got so hard to get a medallion you could "rent" yours out for a few grand a month (like 2-4 grand depending) or you could just drive the cab yourself and make your normal fares and work whenever you wanted.

Unfortunately you can't really decouple these two - you're going to get the second happen by virtue of the first being allowed to happen. It's like AirBNB, you can "claim" that you're just renting out spare rooms on your free time but in reality it's going to lead to people buying up condos and renting them out full time. Perhaps you could halt this behavior by making companies only allow people rent out <x> percent of the time or whatever.
