Like I don't know how you watch that episode and not come away with the understanding that, alongside everything else that's going on, Frank is an rear end in a top hat. He's got reasons to be an rear end in a top hat, you can see how he came to be an rear end in a top hat, but that doesn't absolve him of being an rear end in a top hat.
