That car carrier is huge in size compared to the dive boat. Another way to say it might be this, one is a ship the other is a boat. The car carrier also likely only had between 25 and 35 crew and all would be mariners with credentials and licenses. It was also really close to the terminal and in sheltered waters and nearby to multiple USCG stations.

Bolton's problem was that he kept expecting Trump to commit to something out of ideological principle. Rookie mistake, tbh. Donald has no problem making GBS threads on people who can't fight back, but he's spent a lifetime making it clear that he's only interested in spending other people's money or reputations. An actual shooting war invites too much personal risk - he'll muck around with drones or trade wars, but getting involved in an outright invasion would require a degree of courage that Don clearly lacks. He's not a politician, he's a real estate con artist. At the end of the day, Don is in this gig for his laughable "legacy", and to make lots of money. Sending carriers into the Persian Gulf or the Caribbean Sea doesn't really contribute to either of those goals.

"Bush war bad don't do bigly" might be the only positive lesson to penetrate his skull. He's fine with mass death and has no soul or compassion, but is reflexively afraid a real war will tank his ratings.

I'm sure that's part of it, but I also think that it's pretty important to remember that he's certainly not some sort of flag-waving patriot, or driven ideologue. The guy isn't driven by those sorts of motivations, it's all about him. Getting involved in Cold War empire-building isn't really a priority for him. His trade wars, as disastrous as they have been for his reputation (not to mention America's economy) are much more in line with his thinking. Now I might get proven wrong here, but Don's been fairly consistently disinterested in "global security" efforts. He just doesn't care. He treats American military deployments like they're only opportunities to shake down other nations, and his interest in the military as a whole is largely focused on the personal pageantry they offer him, and the defense pork spending he can take advantage of. In a lot of ways, Bolton was a poor fit for the Trump camp, since his interest expanded far beyond palace politics and ingratiating himself with the world's neediest man. I'm glad he's gone, but it makes sense that he eventually got fired.

He doesn't even care about national security, much less global security concerns. If anything he's clearly opposed to both going off of his actions.

My theory is that Trump is against the wars only because he didn't start them himself. And Obama didn't make a deal with Korea? He's gonna show all of us how it's done. But Iran? That agreement sucked, let president deals blow it all up, figuratively and possibly literally as well. Bolton probably bored him by endlessly talking about spheres of influence and power projection and what not.

People act like Bolton signed a deal with the Devil. Frankly, the Devil needed a deal, because he's woefully short on experts in any field of government willing to work for him. Bolton, who most foreign policy experts consider to be insane, represented the best Trump could get on foreign policy, because at least as an experienced official from the neocon era Bolton could be said to have a strategy. If it were up to Bolton we'd be bombing and invading all kinds of poo poo and re-committing forces in places we were supposed to be drawing down.

Why is that? As a port state USCG is probably the best. Many of the flags have hired ex USCG to create thier flag state programs and checklists. Some are nearly identical to USCG Port State inspections. But as a flag state, I'm not impressed with the US and vessels that sail under COI. But that's more of a Jones Act problem. A lot of US vessels are public and old. And some of the domestic lines are more truck centric than the international lines. As to other flags, depends on the flag and what the owner of the vessel is looking for.
