I think the stipends should be standardized across all conferences and schools. In fact, it should probably equal across all officially sanctioned NCAA sports. It's a large burden for athletic departments, but perhaps it should be facilitated by NCAA basketball tournament revenue and/or P5 football revenue. I don't like the idea of a sort of free agency system where Alabama pays their players $10,000 while Kent State pays a quarter of that. Or that P5 schools can give their women's soccer teams a stipend, but less wealthy schools can't. Equal stipends will be necessary to maintain competitiveness across sports.

I agree, but a couple years could be enough to get a program back on track. Honestly it's kind of weird to ponder what will happen if that law is passed because I have absolutely no clue, it could go in all sorts of different directions.

Probably the NCAA will get their way but just because it's California I feel like they might not totally . . . California lawmakers are not at the beck and call of the NCAA. Depends on how successfully they scare people into believing that passing the bill will actually harm the athletes and athletic programs in CA.

Under the scenario described, there might not be much more than that laying around. If you're paying all athletes in all sports the same, it'll add up fast. $10k per student athlete across all sports would be close to a $10m payroll at Penn State, for example.

The expenses are complete bullshit though. They inflate them specifically so they can paint athletics as either a money loser or just barely breaking even so they can justify not paying players. It usually includes all sorts of unnecessary capital projects (weird that literally every team in the conference suddenly needed a brand new multimillion dollar weight room or stadium renovation right around the time the TV contracts exploded) and they pretend that the cost of a scholarship is the same as the cost of tuition and room and board, which is horseshit unless you actually think they're declining to admit a paying student for every single scholarship athlete they admit. They already have the dorms and they're already holding classes whether there's an athlete in them or not, it doesn't actually cost the school that much to admit a football player on a scholarship. There is also no reason coaches need to make as much as they do, other than that everyone has way too much money and needs a place to spend it so it doesn't look like they're making too much.
