i think some of the gulf states beat us but oil refining is cheating tbh e: as of the latest figures, we're 8th behind titans of industry like kuwait, brunei, qatar, belize, oman, and bahrain. we're ahead of the uae, saudi arabia, and both canada and the us.

Also if you add up all the countries that emit "only" 2% or less you have something like 30% of global emissions. Bump it up to 5% and you get somewhere around half.
