The war itself ended up being a pretty major drag on Bush's approval as it wound on. He won in 2004 because he was still coasting fumes from 9/11. W went into Iraq with 60% approval and was uniquely positioned to tie the war to 9/11. Trump, to say the least, is not so blessed. That's not to say that Trump isn't deranged enough to think he can pull it off, but it wouldn't work to his political advantage.

And honestly, Trump kinda ran on a populist anti-war platform which honestly probably got him a non-zero number of votes from people who knew Hillary was a war hawk. This isn't justification for the war in Iraq but the 9/11 terror attacks were the first time the American mainland had been attacked since 1812? Manufacturing a war when you are unpopular is very different.
