His scope was narrowly defined to the Russia election interference issue and anything suggesting Trump was a part of this. There have been multiple times he said "oh, I may have found an unrelated crime, hey you guys in this other department start investigating this." And at least once it was reported he saw something he thought was related to his probe and his bosses said "nope it isn't yoink, we'll take that one and look into it."
